Wer kann den Onlineantrag „Verpflichtungserklärung“ nutzen?

·        Einwohner*innen der Landeshauptstadt Hannover, die ausländische Gäste einladen wollen, können den Onlineantrag nutzen.

Welche technischen Voraussetzungen brauche ich für den Onlineantrag?

·        Der Versand der Verpflichtungserklärung ist nur möglich, wenn Sie bereits ein Dokument (Personalausweis, Reisepass, elektronischer Aufenthaltstitel) mit einer eID haben. In diesem Fall wird eine zusätzliche Gebühr i. H. v. 3,45€ für den Versand erhoben.

·        Ohne eID können Sie die Verpflichtungserklärung ebenfalls online abgeben. Sie erhalten dann von uns einen Termin, um Ihre Verpflichtungserklärung abzuholen.

·        Für die Zahlung der Gebühr benötigen Sie paypal oder eine Kreditkarte (Visa- oder Mastercard).

Welche wirtschaftlichen Voraussetzungen muss ich erfüllen um eine Verpflichtungserklärung zu beantragen?

·        Die Verpflichtungserklärung kann nur abgeben, wer über ein vergleichsweise hohes Einkommen verfügt. Hintergrund dafür ist, dass die Verpflichtung unter Umständen auch durchgesetzt werden muss. Dies geht nur, wenn Ihr Einkommen deutlich über der Pfändungsfreigrenze liegt.

·        Wenn Ihre wirtschaftlichen Mittel nicht genügen, können Sie nur eine Verpflichtungserklärung mit dem Zusatz „Bonität nicht nachgewiesen“ erhalten. In diesem Fall muss Ihr Gast bei der Botschaft weitere Unterlagen vorlegen und zum Beispiel eigene finanzielle Mittel nachweisen.

·        Wenn Sie ausdrücklich eine Verpflichtungserklärung mit dem Zusatz „Bonität nicht nachgewiesen“ wünschen, vermerken Sie dies bitte auf dem Freitext im Formular.

Wann sollte eine Verpflichtungserklärung abgegeben werden?

Zwischen dem Zeitpunkt der Abgabe einer Verpflichtungserklärung und der Visumerteilung sollten grundsätzlich nicht mehr als 6 Monate liegen, da sich in der Zwischenzeit die finanziellen Verhältnisse des Verpflichtungserklärenden geändert haben können.
Nach Ablauf dieses Zeitraums wird daher im Regelfall die Abgabe einer neuerlichen Verpflichtungserklärung erforderlich.

Welche Gebühr wird für die Ausstellung einer Verpflichtungserklärung erhoben?

·        Die Verfahrensgebühr in Höhe von 29 Euro plus Versandkosten wird auch dann erhoben, wenn die Prüfung nicht erfolgreich ist und Ihre Bonität nicht genügt.

Was muss ich beachten, wenn mein Gast mehrfach Ein- und Ausreisen möchte?

·        Wenn Ihr Gast ein Multivisum für mehrfache Ein- und Ausreisen wünscht, vermerken Sie dies bitte in dem Punkt „Anmerkungen für die Ausländerbehörde“.

Who can use the online application “Verpflichtungserklärung” (declaration of commitment)?

·        Citizens of the State Capital Hannover who wish to invite foreign guests can use the online application..

What are the technical requirements for the online application?

·        It is only possible to send out a declaration of commitment if you hold a document with an eID (personal ID card, passport, electronic residence permit). In this case, a shipping fee of 3.45€ will be due.

You can also apply online for a declaration of commitment without an eID. You will then receive an appointment to personally come and get your declaration.

You can pay the fee via Paypal or with a credit card (Visa or Master Card).

Which economic requirements do I have to meet to apply for a declaration of commitment?

·        You can only submit a declaration of commitment if your income is sufficient. The reason for this is that it might be necessary to enforce the commitment. This is only possible if your income is significantly above the limit of exemption from execution. 

If your economic means do not suffice, you can only receive a declaration of commitment with the addition “Creditworthiness not proven”. In this case, your guest has to provide the embassy with further documents and e.g. provide proof of their own financial means. 

If you explicitly wish to receive a declaration of commitment with the addition “creditworthiness not proven”, please state as much in the text box of the form.

When should I submit a declaration of commitment?

Ideally, there should be no more than 6 months between submitting the declaration of commitment and issuing the visa, because the financial circumstances of the declaring person might change in the meantime.

After this period has expired, it is therefore usually necessary to submit a new declaration of commitment.

What fee is charged for issuing a declaration of commitment?

·        The procedure fee of 29 € plus shipping fees will be charged as well if the check is not successful and you are not sufficiently creditworthy.

What do I have to consider if my guest wants to enter and leave the country several times?

·        If your guest wishes a multiple entry visa to enter and leave the country several times, please make a note under “Notes for the immigration authorities”. If you have any questions about submitting the declaration of commitment and, e. g. would like to check in advance whether your income is sufficient, please don’t hesitate to call our service hotline under 0511/168-32338. ·        Taahhüt beyanının gönderilmesi ancak halihazırda e-kimlik içeren bir belgeye (kimlik kartı, pasaport, elektronik ikamet izni) sahip olmanız durumunda mümkündür. Bu durumda 3,45 € tutarında ek nakliye ücreti tahsil edilecektir.

E-kimlik içeren bir bilgi olmadan, taahhüt beyanını online olarak da gönderebilirsiniz. Daha sonra taahhüt beyanınızı almak için size bir randevu vereceğiz.

Taahhüt beyanına başvurmak için hangi ekonomik şartları yerine getirmem gerekiyor?

·        Taahhüt beyanını yalnızca nispeten yüksek gelire sahip olanlar sunabilir. Bunun arka planı, yükümlülüğün belirli koşullar altında da uygulanmasının gerekebileceğidir. Bu ancak gelirinizin haciz muafiyeti sınırının önemli ölçüde üzerinde olması durumunda mümkündür.

Eğer mali kaynaklarınız yeterli değilse, yalnızca “Kredi değeri kanıtlanmadı” ibaresini içeren bir taahhüt beyanı alabilirsiniz. Bu durumda misafirinizin elçiliğe ek belgeler sunması ve örneğin kendi mali kaynaklarını kanıtlaması gerekir. 

Özellikle "“Kredi değeri kanıtlanmadı” ifadesinin eklendiği bir taahhüt beyanı istiyorsanız, lütfen bunu formdaki serbest metinde belirtin.

Taahhüt beyanı ne zaman yapılmalıdır?

Taahhüt beyanında bulunan kişinin mali durumu bu süre içinde değişmiş olabileceğinden, prensip olarak taahhüt beyanının verilmesi ile vizenin verilmesi arasında 6 aydan fazla bir süre olmamalıdır.

Bu sürenin sona ermesinden sonra genellikle yeni bir taahhüt beyanı sunulması gerekir.

Taahhüt beyanının düzenlenmesi için ne kadar ücret alınır?

·        Denetimin başarısız olması ve kredi notunuzun yeterli olmaması durumunda 29 euro artı kargo ücreti tutarındaki işlem ücreti de tahsil edilecektir.

Misafirim birden fazla kez girip çıkmak isterse nelere dikkat etmeliyim?

·        Misafiriniz birden fazla giriş ve çıkış için çoklu vize istiyorsa, lütfen bunu “Göçmenlik yetkilileri için notlar” bölümüne not edin.
